El 1 de agosto, en la fecha límite de cambios fue canjeado para Cardinals y luego fue asignado igualmente para Triple A (Memphis).
Participó en 123 juegos en este año, mantuvo excelente línea ofenisva de .323/.367/.446/.813, con 161 imparables en 498 turnos legales, 25 biangulares, tres triples, 10 jonrones, 69 impulsadas, 30 boletos y nueve bases robadas.
El cienfueguero superó en 34 incogibles su marca del año anterior (127), en 12 las remolcadas (57) y en 16 las anotadas (57). También sobrepasó la cantidad de boletos (30>20) y ha mejoró muchísimo su proporción de ponches, solo se ponchó 52 veces en 2023, en 2022 lo hizo en 74 ocasiones.
Disputó un total de 12 juegos con las Águilas Cibaeñas de la LIDOM (Liga de Béisbol Profesional de la República Dominicana). Allí bateó para .292 (48 AB; 14 H), con cuatro dobles, par de triples, cinco empujadas, siete boletos e igual cifra de ponches.
En la Serie de Titanes que se disputó en New York entre las Águilas Cibaeñas y Tigres del Licey, que concluyó con barrida de los Aguiluchos, César bateó de 7-4 (.571) con dos remolcadas para el plato.
Los Cardinals detuvieron su participación en esta Liga Dominicana, fue una movida más bien para preservarlo y que descanse luego de una larga temporada. El 2024 podría ser un año decisivo para César Prieto en sus aspiraciones de llegar a la Gran Carpa, actualmente es catalogado como el prospecto 14 de su organización según MLB y debe comenzar la venidera temporada en Triple A.
